Central African Republic

The Central African Republic is an ACTIVE CONFLICT ZONE. The US State Department rates CAR **Level 4 — DO NOT TRAVEL** (entire country). This is not a destination for Bangladeshi nationals.

SECURITY SITUATION — EXTREMELY DANGEROUS:

CAR has been in near-continuous civil conflict since **2012**. Multiple armed groups control large areas outside the capital Bangui. The government's territorial control is limited to Bangui and surrounding areas, with armed factions controlling much of the countryside.

**Armed groups active:** Anti-Balaka militias, ex-Seleka factions, Lord's Resistance Army (LRA) in the southeast, and the AAKG armed group (emerged 2023). **Kidnapping for ransom** is frequent outside Bangui. **Landmines** are present near the Cameroon and Chad borders.

**Wagner Group / Russian mercenaries** have been operating in CAR since 2018, supporting the Touadera government. Their presence has been documented by the UN as involving human rights abuses against civilians.

**December 2025 elections:** President Touadera won a controversial third term amid tensions. Constitutional term limits were modified to allow his continuation in power.

NO BD CONSULAR COVERAGE:

There is **no Bangladesh diplomatic mission** covering CAR. The nearest BD missions (Abuja ~2,000km, Addis Ababa ~2,000km) do NOT include CAR in their non-resident accreditation lists. BD nationals in CAR have **no BD consular support** available.

ECONOMIC CONTEXT:

GDP per capita approximately **$516** (2024, nominal) — about **0.19 times** Bangladesh's level, making it one of the **poorest countries on Earth**. The Central African CFA Franc (XAF, pegged to EUR) is the currency. The economy depends on diamonds, gold, timber, and subsistence agriculture — all disrupted by conflict.

US TRAFFICKING IN PERSONS: **Tier 2** (2025, upgraded). Government increased investigations and prosecutions. Armed groups recruit child soldiers. No BD-specific findings.

There is no formal labour market accessible to foreign workers. Armed conflict makes economic activity outside Bangui extremely dangerous.
