Panama is NOT a labour destination for Bangladeshi nationals. There is no Bangladeshi community in Panama, no bilateral labour agreement, and no recruitment pathway. Panama's significance in the Bangladeshi migration context is singular: it is the exit side of the Darién Gap — the point where migrants who survived the jungle crossing are intercepted, processed, and channelled northward.

THE DARIÉN GAP — EXIT SIDE:
The Darién Gap is a 97-kilometre stretch of roadless tropical jungle between Colombia and Panama. Migrants who survive the crossing — typically 5-10 days on foot through dense rainforest, swamps, mountains, and river crossings with no roads, no cell service, and no rescue infrastructure — emerge on the Panamanian side exhausted, dehydrated, and often injured.

OPERATION CONTROLLED FLOW:
Panama operates "Operation Controlled Flow" (Flujo Controlado) — the government's managed response to migration through the Darién. Upon exiting the jungle, migrants are intercepted by Panama's National Border Service (SENAFRONT), transferred to reception centres at San Vicente and Lajas Blancas in Darién Province, undergo biometric registration, and are then bused north to the Costa Rica border. This system effectively channels migrants through Panama rather than detaining them — Panama has historically treated the flow as a transit management problem, not an immigration enforcement problem.

PLAN FIRMEZA — THE COLLAPSE:
Under President José Raúl Mulino (inaugurated July 2024), Panama reversed course with "Plan Firmeza" — an enforcement crackdown backed by the Trump administration. The results were dramatic: Darién Gap crossings collapsed by 98%. In all of 2024, 302,203 migrants crossed. In January-March 2025, only 2,831 crossed. By June 2025, crossings had dropped to near-zero (10 total in June 2025). The route is effectively dead.

In February 2025, only 22 Bangladeshi nationals were among 408 total Darién crossers that month.

Panama itself is generally safe — it is one of the safest countries in Central America. The danger is confined to Darién Province (the jungle crossing zone) and the Mosquito Coast. The rest of the country, including Panama City, is stable with a strong service-based economy centred on the Panama Canal and international banking.

Panama's GDP per capita is approximately $19,126 (2024) — among the highest in Latin America. The economy is fully dollarized (US dollar is legal tender alongside the Panamanian Balboa, which is pegged 1:1).

Panama's TIP status is Tier 2 (2025).

Panama has a strong service-based economy ($83.4 billion GDP, 2024) centred on the Panama Canal, international banking, logistics, and a large free-trade zone (Colón Free Zone — 2nd largest in the world after Hong Kong). None of this economic activity is accessible to Bangladeshi nationals through any recruitment channel. No bilateral labour agreement, no recruitment agencies, and zero Bangladeshi presence in the country.

There is no established Bangladeshi community in Panama. Bangladeshi nationals present in Panama are overwhelmingly transit migrants passing through the Darién Gap corridor. In February 2025, 22 Bangladeshi nationals were recorded among 408 total Darién Gap crossers that month.

No Bangladesh embassy exists in Panama. Consular coverage is from the Embassy of Bangladesh in Washington, DC (concurrent accreditation). The diplomatic coverage gap is severe — a Bangladeshi national stranded in the Darién jungle or at a reception centre in San Vicente or Lajas Blancas has no accessible consular support.
