Despite hosting Bangladesh's only honorary consulate in West Africa, Senegal is NOT a labour destination for Bangladeshi nationals. There is no Bangladeshi community, no bilateral labour agreement, and no recruitment channel.

COUNTRY CONTEXT — WEST AFRICA'S STABLE DEMOCRACY:

Senegal is one of West Africa's most stable countries. It has never experienced a military coup (unlike most of its neighbors). In 2024, Senegal completed a peaceful political transition with the election of **President Bassirou Diomaye Faye** — the youngest elected president in Senegalese history. The US rates Senegal **Level 1 — Exercise Normal Precautions**, one of the most favorable ratings in Africa.

Population approximately **18 million**. Senegal is a regional hub and hosts several international organizations (ECOWAS institutions, UN agencies).

BD HONORARY CONSULATE IN DAKAR:

Bangladesh maintains an **honorary consulate in Dakar** at 55, Avenue Albert Sarraut (phone: 825 76 10, by appointment Mon-Fri). This is the only BD diplomatic foothold in all of West Africa.

An honorary consulate is NOT a full embassy or high commission. It is typically staffed by a local citizen (often a businessperson) who provides limited consular assistance — document notarization, emergency contact relay, minor administrative help. It **cannot** issue passports, process visas, or provide full consular protection equivalent to a resident embassy.

Bangladesh has been reported as planning a future full resident mission in West Africa, but this is **not yet operational**.

ECONOMIC CONTEXT:

Senegal has a GDP per capita of approximately **$1,773** (2024, nominal) — about 0.66 times Bangladesh's level. The West African CFA Franc (XOF, pegged to EUR) is the currency. The economy is driven by fishing, phosphate mining, groundnut (peanut) production, tourism, and emerging oil/gas production (Greater Tortue Ahmeyim field). Senegal is classified as a lower-middle-income country.

LANGUAGE:

French is the official language. **Wolof** is the dominant lingua franca spoken by approximately 80% of the population. English accessibility is very limited — largely confined to Dakar's tourism and international business sectors. This is a significant barrier for Bangladeshi nationals.

US TRAFFICKING IN PERSONS: **Tier 2** (2025). Government provided anti-trafficking trainings to officials and implemented a new anti-trafficking database. No BD-specific findings.
