Vietnam is NOT a labour destination for Bangladeshi nationals. Vietnam is itself one of the world's major labour-exporting countries — over **500,000** Vietnamese workers are deployed overseas annually to Japan, Taiwan, South Korea, and other destinations. There is no BD→Vietnam labour flow and no bilateral labour agreement.

ECONOMIC CONTEXT:

Vietnam has a GDP per capita of approximately **$4,346** (2024) — modestly above Bangladesh's level (~1.6x) but not enough for significant wage arbitrage. Population approximately **101 million**. The Vietnamese Dong (VND) is the national currency.

Vietnam's economy has grown rapidly but it remains a labour-surplus country that exports workers rather than importing them. Average Vietnamese wages are comparable to Bangladeshi wages in most sectors. There is no economic incentive for BD workers to seek employment in Vietnam.

Some Bangladesh-Vietnam trade exists (textiles, agriculture), and business visits occur, but this does not constitute a labour migration corridor.

TRAFFICKING RISK — TRANSIT TO MEKONG COMPOUNDS:

While Vietnam is NOT a primary scam-compound destination (unlike Cambodia, Myanmar, or Laos), it plays a critical role as both a **source country** and a **transit point** in the Mekong trafficking ecosystem.

Vietnam is BOTH a source country for scam-compound victims AND a transit route. A Bangladeshi national transiting Vietnam en route to a "job" in Cambodia or Laos is being trafficked. The documented pattern: victims enter Vietnam legally on eVisas, then are transported across the **Vietnam-Cambodia border** (Bavet/Svay Rieng) or onwards to Laos.

RAB (Rapid Action Battalion) has identified **licensed Bangladeshi recruitment agencies** facilitating trafficking via Vietnam — between January 2019 and March 2020, **27 Bangladeshis with valid BMET clearance** were trafficked through Vietnam to Cambodia. The perpetrators used BMET clearance as a trust signal.

**BMET clearance for Vietnam has been suspended since approximately February 2026** — alongside Cambodia and Laos. Any agent claiming BMET clearance for Vietnam is using fraudulent documents.

Vietnam enacted a new **anti-trafficking law in 2025** and has been screening compound returnees. The direct trafficking risk to BD nationals in Vietnam itself is low (Vietnam is not a destination), but the transit-to-Mekong-compounds risk is documented and real.

US TRAFFICKING IN PERSONS: **Tier 2** (2025) — upgraded from Tier 2 Watch List, reflecting improved enforcement.

DIPLOMATIC PRESENCE:

Bangladesh maintains a full **Embassy in Hanoi** (hanoi.mofa.gov.bd). The BD Ambassador to Vietnam is also concurrently accredited to Laos (non-resident basis since 2017).

## Cost of Living: Irrelevant for Trafficking Victims

For countries with legitimate BD labor corridors (Malaysia, Singapore, Qatar), cost of living helps workers budget and evaluate offers. For Vietnam, where **no legitimate BD employment pipeline exists**, cost of living information serves a different purpose: it helps identify fraudulent salary promises.

### The Math That Exposes the Fraud

If a Vietnamese factory worker earns $200-390/month and basic living costs are $224-432/month, there is **nearly zero remittance margin**. Compare:
- **Saudi Arabia**: Earn $300-600, cost of living $150-250, remittance $150-350/month
- **Malaysia**: Earn $400-700, cost of living $200-350, remittance $200-350/month
- **Vietnam**: Earn $200-390, cost of living $224-432, remittance **$0-negative**

**Any agent promising "high savings" from Vietnam is lying.** The economics are impossible.

There is no established Bangladeshi worker community in Vietnam. Any Bangladeshi presence is limited to business visitors (textiles/agriculture trade), a small number of students, and unfortunately trafficking victims in transit.

## Legitimate Uses of the Vietnam eVisa

### What the eVisa IS Useful For

Despite this page's warnings about employment fraud, the Vietnam eVisa has genuine legitimate uses for Bangladeshi travelers:

- **Tourism**: Vietnam is a major tourist destination — Ha Long Bay, Hoi An, Ho Chi Minh City. Bangladeshi tourists can visit on the eVisa legitimately.
- **Business visits**: Trade meetings, supplier visits, market research. Bangladesh-Vietnam bilateral trade exists in textiles, agriculture, and manufacturing equipment.
- **Academic/conference travel**: Vietnam hosts international conferences, particularly in ASEAN-related forums.
- **RMG industry research**: Given both countries compete in garments, industry professionals may have legitimate reasons to visit Vietnamese factories for benchmarking.

- **Employment** — no legal work pathway exists
- **"Trying your luck"** — entering on tourist visa hoping to find work is illegal and dangerous
- **Overstaying** — Vietnam enforces immigration strictly; overstay leads to detention, fines, and re-entry bans

- **Trade**: ~$1.3 billion bilateral trade (2023)
- **Diplomatic**: Full diplomatic relations since 1973
- **Cooperation areas**: Climate change adaptation, agriculture, ICT
- **Competition**: Direct competitors in RMG sector — 2nd (BD) vs 3rd (VN) largest exporters globally
- **Labor**: No cooperation — no MOU, no worker exchange, no labor attache

The bilateral relationship is **trade and diplomatic**, not labor. There is no framework for, and no discussion of, sending BD workers to Vietnam for employment.
